Simple Image Editor is a free image editor that runs in your browser. All processing happens on your device. Images are never uploaded.

PSD: layers, masks, blend modes and common effects are kept. Groups and common adjustment layers stay editable; smart objects, text layers and other adjustment types are not. When the result would differ, you can open the flattened image instead
HEIC opens only in browsers that can decode it, such as Safari
Images over 24 megapixels are downscaled when opened
Up to 40 layers; undo keeps up to 100 steps
